In the Phantasm series, it's said that the Lurkers are created when the Tall Man reanimates the corpses, crushes down the bodies and surgically removes their brains(in particular, the intelligent parts) to put into the Sentinels, leaving a mindless drone that exists as a slave that can only perform simple tasks. However, this contrasts with the first Phantasm film, in particular the Tommy Lurker. The Tommy Lurker is involved in a car chase scene, Tommy Lurker driving a hearse and chasing after Mike and Jody. Now, as far as I know, this would mean that the Tommy Lurker would have to remember the knowledge of how to drive a car, but if the parts of the brain required for memory and knowledge are removed, how could he drive?

I think the continuity of the series suffered over time...but I still enjoy the films. The Phantasm series is notorious for *constantly* pulling "ret-cons" (retroactive continuity). Changing the rules mid-stream. So "the rules" become less important.

I thought Tommy was like the "zombies" in P3 and therefore able to do more things?

Well he wasn't exactly driving through heavy traffic or anything; all Tommy really had to remember was gas and steering, and Phantasm dwarves have performed somewhat intelligent tasks since then (Liz's grandma recognized and was able to talk to her, if I recall correctly).
And here's some continuity for you; Tommy's face wasn't half as deformed as dwarves' faces in later films, maybe his head was kept more intact for purposes of having greater brain-space?

I'very always thought that the Tall Man was controlling them, like how he kept the dwarves from attacking Mike and Reg at the beginning of III.

Actually, I've just rewatched Phantasm II recently, and I've noticed that Granny Lurker does recognize and talks to Liz. Also, both Tommy's and Granny's faces weren't as deformed as the other lurkers in series. Now, having rewatched it, I have come up with a little fan-theory that they were at a "transitional" stage between being a zombie and being a fully transformed lurker, i.e they had been crushed down but they were not placed in the canisters yet to be mutated further in preparation for brain removal.

My theory is, that The Tall Man uses necromancy to control the his dwarf lurker minions to do his bidding as with the case of Tommy driving the hearse.

I'd also keep in mind that the Tall man(To me) gets great pleasure out of terrifying people, he could have sent Tommy after them as either an insult, or to disturb them. That aside though, that part of the movie was technically part of Mike's dream, which may have been triggered by spying in on tommy's funeral, or even Jody's.
