Doesn't it strike you as strange that this is really the only Phantasm where we see the Tall Man just out and about amongst the town folk? I mean we see him with folks not only at Tommy's funeral, but most shockingly we see him strolling down the sidewalk, like a regular guy or something. I could just be forgetting something from one of the other films... but I'm pretty positive we never see the Tall Man in such a "normal" setting.
Furthermore, what the heck was the Tall Man doing in that scene downtown? Where the hell is he going?

Not really. I always found it creepy to see the Tall Man out and about, walking down the center of town in broad daylight. Kind of removed any illusions about him being a vampire or something of that nature...
On the other hand, if you watch the scene again, no one in town seems to notice the Tall Man except Mike! Not even Reggie, and the Tall Man is standing right there... So, either the Tall Man just seems like a normal guy to everyone in town so that they ignore him...
Or Mike is the only one that sees him. Which is kind of creepy.
One way or another, the creepiest thing about that scene (other than the effect of cold on the Tall Man), is how the Tall Man seems to sense Mike, stops, and starts searching for him. That, to me, was SCARY. What would have happened if the Tall Man locked eyes with Mike? I was completely petrified in my seat as a 14 year old watching this scene.
Also, why does Mike hear the Tall Man's boots echoing in such a ghostly manner down the boardwalk? It's like the very fabric of reality has altered--at least for Mike. It's like he's crossing over into this hyper-reality of sight and sound, where only he can see/hear the Tall Man coming. Same with P4 and the Tall Man striding through the futuristic city. Is the Tall Man just a phantasm--a ghost--and Mike is the only one able to sense him? Food for thought.

I beleive thats the scene where i think the tall man resembles Christopher Lee alot (on the street scene).

That street scene is just all around creepy and yet very very cool. I also can't think of another scene in any of the movies where he is out and about with other people around. Maybe he just didn't have enough Gravers or Dwarves to do things for him at that point since he had just arrived back in town at that point and had to do things himself?

He is also walking freely in what appears to be a very deserted downtown LA in I beleive P4, and Jodi is warning him to stay clear of him. As if the Tall Man was a carrier of a very dangerous plague?

The good ol' Bag Plague. What is it? No friggin clue.
I like to think of that scene in P1as the Tall Man in his inception. Basically he is starting his whole body snatching thing so perhaps he needs to learn a thing or two. Perhaps he learns that it is not such a good idea to be out and about with regular folk (especially after mike stares at him the way he does). He obviously doesn't need anything from town, doesn't eat, doesn't need furniture, etc.
In reality it was probably shot to kick off the idea that Mike knows something is odd about the new Undertaker. I love the echo from his boots, spooky, spooky, spooky!
