Who or what is the gas mask guy who appears when Mike is fist walking through death valley?
To me obviously this whole scene is a hat tip to Star Wars and Jawas. Is the gas masked guy just spoof of a tusken raider?

They're gravers. Also seen in P2&3
I believe that Coscarelli actually had his dwarfs conceptualized before Star Wars hit theaters.

Also seen in P2&3 I believe that Coscarelli actually had his dwarfs conceptualized before Star Wars hit theaters. yes, in the audio commentary for Phantasm Angus mentions that Don had created the Dwarf creatures before George Lucas's Jawa's and then Don mentions that he toyed with the idea of changing the colour of the robes

Cool question! We weren't thinking about "Star Wars" during P4 when this was filmed, but it is a cool thought! What you see is Bob Ivy dressed up as a graver. We were in a narrow alley of rocks at the base of the Alabama hills, a beautiful unearthly landscape. But not without some perils. Those rocks, if you ran your hand over them, cut like glass shards. The assistant cameraman, Joe, cut his hand pretty badly on them that day.
